Alaska Statute 05.25.056 and Alaska Administrative Code 02 AAC 90.420 make a written bill of sale mandatory for any transfer of ownership of a boat that will be registered in the state. The Alaska DMV boat registration office will reject your Application for Title & Registration (Form 861) without it.

According to the Alaska DMV’s own checklist (updated January 2025), your bill of sale must contain:

For boats over 14 feet, I always recommend notarization – it’s only $10 and prevents 90% of title disputes I see.
Alaska began titling boats in 2010. If the boat is 2010 or newer (or the seller voluntarily titled it), you’ll receive the pink Alaska title signed over to you.

2025 Alaska boat registration fees (3-year term):
Some boroughs (e.g., City and Borough of Juneau) charge personal property tax on boats – check locally.
Mail or visit any Alaska DMV office. Anchorage and Fairbanks have the fastest processing (usually 7-10 days).
If your boat is USCG Documented (typically 5 net tons or larger – roughly 28-30 ft+), you do NOT register with Alaska DMV. Instead, you file the new bill of sale and Abstract of Title with the National Vessel Documentation Center.
However, you still need my Alaska-specific bill of sale because many lenders and marinas require a state-format BOS even for documented vessels.

Q: Do I need to notarize the bill of sale?
A: Not strictly required for boats under 14 ft, but strongly recommended for any vessel with a title.
Q: Can I register a boat I just bought from out of state?
A: Yes – bring the out-of-state title, bill of sale, and proof of sales tax paid (or pay use tax in Alaska).
Q: What if the boat has no title (pre-2010 Alaska boat)?
A: Alaska will issue a new title using the bill of sale and a signed Form 851 (Statement of Facts).
