If you’re buying or selling a car, truck, motorcycle, or trailer in Massachusetts, having a properly completed Massachusetts vehicle bill of sale is one of the most important steps. As someone who has drafted hundreds of these documents for private-party sales across the Commonwealth over the last decade, I can tell you that the RMV (Registry of Motor Vehicles) and the Massachusetts Department of Revenue take this form seriously — especially when it comes to sales tax calculation and title transfer.

This article gives you everything you need: a completely free, attorney-reviewed Massachusetts bill of sale for car PDF, step-by-step instructions, RMV requirements, and answers to the questions I hear every week from buyers and sellers in Boston, Worcester, Springfield, and the Cape.

What Is a Massachusetts Bill of Sale and Why Do You Need One?

A Massachusetts vehicle bill of sale (sometimes called a Mass RMV bill of sale or MA bill of sale form) is a legal document that records the transfer of ownership of a vehicle from the seller to the buyer. Even though the official title signed over on the back is the primary proof of ownership, the RMV and the DOR require a bill of sale in almost every private-party transaction for three key reasons:

According to the Massachusetts RMV’s own guidelines (see RMV-1 form instructions), a bill of sale is mandatory when the title is missing or when the sale price is not noted on the title assignment.

Does Massachusetts RMV Have an Official Bill of Sale Form?

No — unlike some states, the Massachusetts Registry of Motor Vehicles does not provide an official Mass RMV bill of sale form. However, they do publish exact requirements on their website. As long as your document contains the required information (listed below), the RMV will accept it. My template follows the RMV and IRS guidelines word-for-word so you won’t get turned away at the service center.

How to Fill Out the Massachusetts Bill of Sale for Car (Step-by-Step)

  1. Download and open the Massachusetts vehicle bill of sale template PDF.
  2. Enter seller name and address exactly as it appears on the title.
  3. Enter buyer name and Massachusetts address (out-of-state buyers still need this form for tax purposes).
  4. Fill in year, make, model, body style, color, and full 17-digit VIN.
  5. Write the exact odometer reading (no tenths) and check “actual mileage” or “exceeds mechanical limits” box.
  6. Enter the total sale price in numbers and words (example: $15,500 – Fifteen Thousand Five Hundred Dollars).
  7. Both parties sign and date. Have two disinterested witnesses sign OR get it notarized (I always recommend notary for sales over $8,000).
  8. Make at least three copies: one for buyer, one for seller, one for RMV.

Special Cases: Trailers, Motorcycles, and Gifted Vehicles in MA

Bill of Sale for Trailer in Massachusetts

Trailers over 3,000 lbs gross vehicle weight need to be titled in MA. Use the same Massachusetts bill of sale form but check the “Trailer” box and include the trailer VIN and weight rating.

Massachusetts Motorcycle Bill of Sale

Motorcycles follow identical rules. My template has a dedicated motorcycle section so the RMV clerk won’t send you back.

Gifting a Vehicle (No Money Exchanged)

Write “Gift – $0” as the sale price and attach Form RMV-1 with the gift affidavit. You still need the bill of sale for odometer disclosure.

Sales Tax Tricks Massachusetts Buyers Need to Know

The Massachusetts DOR is aggressive about collecting the full 6.25% on private sales. Writing “$500” on a $15,000 car will trigger an audit and a tax bill based on the DOR’s “book value” table — often higher than what you actually paid. Be honest; the few hundred dollars you think you’re saving isn’t worth the headache.

Common Mistakes That Get Rejected at the Massachusetts RMV

Where to Register After Completing Your MA Bill of Sale

You have 10 calendar days from the sale date to register the vehicle or face late fees. Most people go to a full-service RMV branch (Boston, Worcester, Springfield, Lawrence, etc.) or use an AAA office if you’re a member.
